{"id":989,"date":"2019-06-30T23:07:16","date_gmt":"2019-06-30T23:07:16","guid":{"rendered":"https:\/\/zimwonders.co.zw\/?p=989"},"modified":"2019-06-30T23:07:16","modified_gmt":"2019-06-30T23:07:16","slug":"audit-exposes-zta-rot","status":"publish","type":"post","link":"https:\/\/zimwonders.co.zw\/index.php\/2019\/06\/30\/audit-exposes-zta-rot\/","title":{"rendered":"Audit Exposes ZTA Rot"},"content":{"rendered":"<p>The 2018 audit report for the Zimbabwe Tourism Authority (ZTA) makes sad reading and puts a dent to the wonder that Zimbabwe is as evidenced by the growth over the last two years.<\/p>\n<p>The tourism sector is estimated to have generated $1,050 billion in receipts from international tourists, marking a seven percent growth from $917 million in 2017.<br \/>\n.<br \/>\nThe government agency which falls under the purview of the Environment, Tourism and Hospitality Industry Ministry was used to siphon thousands of dollars to finance non-core activities and abuse of funds, an audit revealed<br \/>\n<a href=\"\/\/travelstart.pxf.io\/c\/1428617\/436316\/5446\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"\/\/a.impactradius-go.com\/display-ad\/5446-436316\" alt=\"Travelstart Domestic\" width=\"688\" height=\"64\" border=\"0\" \/><\/a><img loading=\"lazy\" decoding=\"async\" style=\"position: absolute; visibility: hidden;\" src=\"\/\/travelstart.pxf.io\/i\/1428617\/436316\/5446\" width=\"0\" height=\"0\" border=\"0\" \/><\/p>\n<h5>Audit Findings<\/h5>\n<p>Auditor-General Mildred Shiri exposed the rot at the ZTA, which she said happened between 2015 and 2016, in her latest audit report detailing abuse of funds and inefficiencies at state institutions.<br \/>\nZTA made numerous \u201cdonations\u201d as well as unauthorised contributions to political rallies believed to be for the ruling Zanu PF.<\/p>\n<p>In 2014 ZTA \u201cdonated\u201d $50 000 at weddings, 10 tonnes of maize seed and 50 Singer sewing machines. Some expenditure is only categorised as \u201cconstituency rally sponsorship\u201d. In the report, Chiri also makes note of an undisclosed amount referenced as a donation to an unnamed High Court judge.<\/p>\n<p>In 2015 the authority spent some $4 000 on cellphone bills under the line item \u201cministry-related expenses\u201d.<\/p>\n<p>\u201cThe authority also spent $35 868 in 2013, $154 174 in 2014 and $189 880 in 2015 that was not budgeted for on ministry-related expenses. The then Tourism deputy minister Anastasia Ndlovu also received $5 000 in holiday expenses. A trip to Berlin, Germany, gobbled some $8 000 in travelling and subsistence expenses which was not budgeted for.<\/p>\n<p>Several motor vehicles, including a Mercedes Benz S600 valued at $13 333 and a Mercedes Benz S350 with a carrying amount of $134 000, were acquired by the authority but were registered in the names of third parties.<\/p>\n<p>The audit report also notes that the ZTA board led lavish lifestyles and awarded themselves outrageous fees and perks without ministerial authority. This was all despite the authority\u2019s poor financial capacity.<\/p>\n<p>In 2015 the authority incurred a deficit of $796 000 from $969 000 in the previous year. As a result, ZTA\u2019s current liabilities exceeded its current assets by $2,3 million indicating a material risk to the authority\u2019s ability to continue operating as a going concern.<\/p>\n<p>For instance, executive directors awarded themselves a monthly fuel allocation of $2 000.<br \/>\nThat is equivalent to 1 316 litres of fuel per month, which is enough to cover an average of 13 158km.<\/p>\n<p>An interest-free loan of $20 000 was advanced to one of the board members without the minister\u2019s approval, compromising the oversight role of the board. The loan was repaid over three years.<\/p>\n<p>\u201cThere were expenses incurred in 2013, 2014 and 2015 financial years, which did not appear to be in line with the authority\u2019s business and they were also not budgeted for,\u201d reads part of the report.<\/p>\n<h5>Corporate governance<\/h5>\n<p>Meanwhile, the former chief Executive Officer Karikoga Kaseke spent his 13-year stay at the institution without a valid contract of employment. Kaseke left the Authority earlier in the year.<\/p>\n<p>Environment, Tourism and Hospitality Industry minister Priscah Mupfumira has since appointed Rita Likukuma ZTA acting chief executive officer, effective from February 1, 2019. Likukuma was herself plucked from the board which, ironically, superintended over the rot.<\/p>\n<p>The audit report says Kaseke\u2019s employment was only effected by a letter from the chief secretary to Cabinet Misheck Sibanda when he was reassigned from the Civil Aviation Authority of Zimbabwe in 2006.<\/p>\n<p>No other contract was entered into between Kaseke and the authority, posing a risk to the ZTA as there was no basis for legal recourse in case of disputes.<\/p>\n<p>\u201cThere was no contract of employment for the chief executive. The reference point of the conditions of service for the chief executive was his contract of employment with his previous employer,\u201d reads the report.<\/p>\n<p>This abuse of funds and bad corporate governance comes against a background where operators have been lamenting the heavy burden of various government taxes that they are subjected to which they inevitably pass on to clients thereby making the destination largely uncompetitive as compared to the region.<\/p>\n<p>It is hoped that the powers that be will move swiftly to implement the recommendations of the audit. Some of the inefficiencies make a mockery of the mantra, Zimbabwe is open for business.<\/p>\n<h5>About the ZTA<\/h5>\n<p>The ZTA is a corporate body responsible for tourism promotion.
